The PDA Process
The PDA is a structured, action-oriented methodology that guides users from initial orientation to a bankable, investment-ready model. It provides a clear sequence of phases that supports local teams in developing CCHs in a systematic and context-sensitive way. Each phase focuses on key decisions, gradually refining the project from early exploration to a fully bankable and implementation-ready model.
The approach combines technical, operational, business, and financial perspectives to ensure that all critical aspects are considered throughout the development process. Rather than following a rigid linear path, the PDA allows for iteration and continuous alignment with stakeholders and local conditions. Breaking down complexity into manageable steps helps you move from early ideas to a robust, scalable project that meets both local needs and investor expectations.
At each phase, PDA evaluation forms help cities assess their current status, reflect on progress, and define the most relevant next steps.
