CCH Toolbox

Toolbox template image

The CCH Toolbox is a structured, practical guide that supports users throughout the Project Development Assistance (PDA) process in the development lifecycle of a Circular Construction Hub (CCH). It enables users to make informed decisions, prioritise next steps, and select the most relevant tools tailored for specific challenges. Users can navigate the Toolbox in two ways: along the PDA phases (process perspective) or through thematic modules (content perspective). The phases offer a step-by-step guide through the project lifecycle, while modules provide deeper insights into key topics that are relevant across multiple phases.

Each page is designed to orient users quickly, highlight key decisions, and point to the most relevant tools and templates. The available tools are not isolated documents but embedded in the process and linked to specific phases and topics. This makes the Toolbox's topics interconnected, with insights from one area often inform decisions in another. Rather than a static document repository, the Toolbox functions as a decision-oriented system that connects knowledge, process, and application, helping users move efficiently from understanding to concrete action.

The PDA Process

The PDA approach is a structured, action-oriented methodology designed to guide users from first orientation to a bankable, investment-ready project. It provides a clear sequence of phases that allows local teams to address context-specific questions while moving steadily toward a bankable and implementation-ready project. The process is structured into a series of phases:

1. Stakeholder Engagement

Identify and activate the right partners to create a strong basis for project development from the very beginning. Engage relevant stakeholders within the local environment and ensure continuous alignment with the project vision throughout the process.

2. Pre-Feasibility Assessment

Evaluate the project's basic desirability and viability by developing initial concepts for technical, operational, and business models. This stage uses an "educated guess" approach to identify early development opportunities and potential regional blockers.

3.  Feasibility and Scoping

Refine the preferred hub design by testing initial assumptions and securing preliminary commitment from key partners. This phase narrows the operational scope to ensure the model is effectively tailored to the specific local context.

4.  Project Appraisal

Conduct a comprehensive assessment involving expert validation to ensure the proposed model is consistent, robust, and relevant. This rigorous review strengthens the technical and financial foundations in preparation for formal investor evaluations.

5. Upscaling Planning

Focus on long-term scalability by identifying the strategic partnerships and policy frameworks required for regional expansion. This phase positions the project as part of a replicable model for broader regional impact.

6.  Due Diligence and Bankability

Finalize all legal, technical, and financial requirements to achieve full investment readiness and secure committed implementation partners. This final step ensures the project is fully documented and ready to reach financial close.

Thematic Modules

The thematic modules provide a content-driven perspective, allowing users to dive into the core building blocks of a CCH. While the PDA phases offer a step-by-step process perspective, these modules focus on the urban market context, and the technical, operational, business, and financial expertise required to develop a robust and scalable model. While each module addresses a distinct perspective, they are deeply interconnected – insights from one continuously inform and shape the others.
