Building a Circular Future: Best Practices from Europe’s Emerging Construction Hubs

Reducing the environmental impact of the construction sector requires new ways of thinking about materials, buildings, and how they circulate within our cities. With construction responsible for a significant share of Europe’s emissions and waste, keeping materials in use for as long as possible is becoming essential. This approach underpins the work of CirCoFin, which supports the development of Circular Construction Hubs (CCHs) as a key mechanism for strengthening reuse markets and enabling the integration of a circular built environment.

To advance this vision, CirCoFin has released a new Best Practice Catalogue, developed by project partner Smith Innovation, together with UnternehmerTUM and Concular. The publication offers a clear and accessible overview of how CCHs and related initiatives are being implemented across Europe. It brings together practical experiences from different countries, highlighting how cities, regions, and organisations are already working to recover materials, connect supply and demand, and reduce the need for new resource extraction.

The document highlights a diverse range of CCH and supporting initiatives across Europe. It captures innovations in supply chains, digital marketplaces, logistics, regulation, and governance. Together, these examples illustrate the emerging ecosystem that enables circular construction to scale.

Importantly, the publication emphasises that CCHs do not operate in isolation. Their success depends on how effectively they interact with the wider system surrounding them: demolition processes, procurement frameworks, business models, regulatory conditions, and local market dynamics. Understanding these connections is crucial for any region aiming to develop a robust and scalable model.

The resource draws on key learnings from several European initiatives, including: Genbyg (DK), Sirken (NO), Resirqel (NO), Sola Byggåterbruk (SE), Malmö Återbyggdepå (SE), DB Resale (DE), Fundació Deixalles (ES), Utrecht Trechterweide (NL), 2050 Materials (UK), and PlusByg (DK).

As CirCoFin continues to work with its four Showcase Cities and partners across Europe, this new catalogue serves as inspiration for regions seeking to build a more resource-efficient and local circular built environment.
