Closing the loop – CirCoFin workshop in Scotland
Zero Waste Scotland hosted a Closing the Loop workshop to discuss developing a circular construction hub in Scotland, during the BE-ST International Retrofit Conference in November 2025. The session brought together around 40 stakeholders from across Scotland’s construction, design, public sector and research communities to explore opportunities for developing a Circular Construction Hub (CCH) that can accelerate material reuse and support Scotland’s transition to a circular economy.
Discussions highlighted enthusiasm for a hub model that enables the recovery, testing and redistribution of construction materials, from modular components and unused site surplus to higher value items such as steel, windows and glass partitions. Participants identified significant potential to reduce waste and embodied carbon, but also recognised barriers including insurance risk, certification challenges, inconsistent demolition audits and limited market infrastructure.
There was a preference for a hub and spoke model, combining a central facility with regional depots and a supporting digital platform to improve accessibility, especially for SMEs and rural contractors. Stakeholders emphasised that success would depend on specialist expertise, streamlined assurance processes, and close collaboration across designers, contractors, local authorities and reuse operators.
Policy levers, such as embodied carbon reporting, procurement requirements, VAT incentives and taxes on virgin material, were seen as critical to stimulate consistent demand. Participants also called for stronger education, CPD opportunities and advocacy to embed circular practices across the sector.
Overall, the workshop confirmed wide support for developing a scalable, investor-ready circular construction hub for Scotland, one that acts not only as a materials exchange, but as a connector, educator and catalyst for systemic change.
