Latest developments from the Circular Construction Hub in Munich

We sat down with Daniel Rank, lead of the Munich showcase within the CirCoFin project with the aim of developing and evaluating the feasibility, structure, and economic viability of a financially sustainable Circular Construction Hub. With the project half-way through , we look into the latest developments from our showcase partner. Read our conversation with Daniel below.

 

CirCoFin: One year into developing Munich’s Circular Construction Hub concept, how would you assess progress - and how has the local conversation around circular construction evolved?

Daniel: Over the past year, we have made significant progress in moving from a conceptual idea towards a more structured and implementable model for a Circular Construction Hub in Munich. In particular, we have deepened our understanding of the regulatory, logistical and market-related challenges.

At the same time, the local conversation has clearly evolved. Circular construction is increasingly seen not only as an environmental ambition, but as a necessary response to resource scarcity, rising material costs, and climate targets. However, there is still a gap between general support for the idea and practical implementation in real projects.

 

CirCoFin: Munich generates significant volumes of construction and demolition waste each year. Has your understanding of the city’s reuse potential changed since the project began?

Daniel: Our understanding of Munich’s reuse potential has become much more differentiated. While the theoretical potential is very high, practical reuse is often limited by regulatory constraints, lack of standardization, and liability concerns.

We now see that the key challenge is not the availability of materials, but the ability to integrate them into projects in a legally secure, economically viable, and technically reliable way. This has shifted our focus from purely material flows to system design and governance structures.

 

CirCoFin: You are planning both a permanent 2,000 m² hub and temporary on-site hubs at demolition projects. What insights have emerged about balancing long-term infrastructure with flexible, project-based solutions?

Daniel: The combination of a permanent hub and temporary on-site hubs is still considered a meaningful and effective approach. However, in the current phase, we have shifted our focus more strongly towards establishing a permanent hub. Given the constraints related to land availability in Munich, it is not realistic to start with multiple sites simultaneously.

The permanent hub is therefore seen as a crucial first step to build a stable foundation, including storage, processing, quality assurance, and organizational structures. Temporary on-site hubs remain a relevant long-term addition, particularly for enabling early-stage material recovery at demolition sites.

Overall, the key insight is that while both elements are important, a phased approach is necessary, starting with a central, permanent hub.

 

CirCoFin: Which types of building components have shown the most realistic potential for systematic recovery and reintegration into new projects?

Daniel: We see the highest potential in building components that are: standardized, easy to dismantle, and have relatively low regulatory barriers. Overall, success strongly depends on the availability of documentation and the ability to verify quality.

 

CirCoFin: The hub is designed to be open to private-sector actors. How are developers, planners, and contractors responding to this model?

Daniel: The response from private-sector actors has generally been positive, especially in terms of strategic interest and willingness to engage. However, there is also a clear hesitation when it comes to implementation. Developers, planners, and contractors are particularly concerned about liability risks, planning uncertainty, and additional effort. This confirms our approach to actively involve market actors early in the development process, in order to create solutions that are both practical and economically viable.

 

CirCoFin: Within the next couple of years, what milestones would demonstrate that Munich’s Circular Construction Hub is moving from concept to a functioning city-wide system?

Daniel:  Key milestones for the coming years include:

  • Establishing a legally and operationally viable model for the Circular Construction Hub
  • Launching pilot projects that demonstrate the practical reuse of building components
  • Developing a robust economic model that demonstrates how the hub can become financially self-sustaining over time
  • Involving private-sector partners in a structured and long-term way
  • Integrating circular construction principles into standard planning and procurement processes

Achieving these milestones would mark the transition from a conceptual project to a functioning, city-wide system.
