Pre-Feasibility Assessment

PDA Phase 2

In this phase, initial concepts for the technical, operational, and business setup are developed to explore the project’s overall potential. Using an “educated guess” approach, key assumptions are formulated and tested against the local context, available data, and stakeholder input. The aim is not to achieve full accuracy but to gain a structured first understanding of feasibility. 

This phase helps identify promising development pathways, as well as major constraints such as regulatory barriers, market limitations, or operational challenges. It provides an early filter to avoid investing resources in concepts that are unlikely to succeed.

Goal: Determine whether the project is worth pursuing by assessing its basic desirability and viability.
