Financial structures are solidified, funding sources are secured, and agreements with implementation partners are formalized. 

The project documentation is completed to a level that meets professional investment standards. 

This phase ensures that the project is fully prepared to enter negotiations with investors and proceed to financial close, enabling the transition from planning to financial close and implementation readiness.
